Emma Shinozaki

Emma is passionate about problem-solving and delivering positive outcomes for government and social purpose organisations, focused on the needs of service users. She has a background in policy and regulation, with skills in analysing complex policy issues and developing evidence-based policy solutions, project management and stakeholder engagement.


As a natural systems thinker, Emma has experience in delivering high-quality results for senior executives in start-up environments and is adept at navigating complex strategic, policy, and operational issues.


Emma has 8 years’ experience working across both public and private sectors in strategic consulting, national disability regulation and supporting community service organisations with regulatory compliance and continuous quality improvement. She has also completed secondments through the Jawun APS secondment program with an Aboriginal Community Controlled Health Organisation and at the Commonwealth Department of Health.


In her role as Managing Consultant at TCR, Emma has led the project management of a national consultation on the primary healthcare needs and experiences of LGBTIQA+ communities, and reviews of place-based Indigenous partnerships and whole-of-University Indigenous strategies for Go8 universities.

She holds a Master of Public and Social Policy, a BA (Hons) in Sociology, and a Bachelor of Arts/Asia Pacific Studies.
