The paper, commissioned by the Commonwealth Department of Education for the Higher Education Accord Panel, builds on our previous work, emphasizing the need for Australian universities to cater to an increasingly diverse student population and address the pressing challenges faced by local and global communities.


Innovative Case Studies: Driving Change in Education

Our research pivots on two case studies: The Institute of Applied Technology - Digital (IAT-D) in NSW and Charles Darwin University (CDU). These institutions exemplify innovation in higher education, tailoring programs to meet the specific needs of learners and employers and investing in groundbreaking educational models like microcredentials.


Microcredentials: A Pathway to Adaptive Learning

A key focus of our report is the development and implementation of microcredentials, a flexible learning model that exists outside the traditional Australian Qualifications Framework. This approach has allowed for quicker adaptation to industry needs and greater appeal to learners seeking alternatives to conventional higher education or vocational training courses.


Navigating Regulatory Challenges and Opportunities

The report also highlights the challenges and regulatory barriers faced by institutions like IAT-D and CDU in implementing these innovative courses. We explore how these obstacles can be overcome and how a more inclusive and flexible regulatory framework could spur further innovation in the sector.


A Call for Strategic Funding and Policy Support

We conclude with recommendations for targeted funding and policy support, particularly for non-university higher education providers and place-based initiatives. This includes advocating for a more inclusive approach in pilot programs and grant schemes to foster sector-wide growth and innovation.
